we brace for another round of rain. it is hitting the north bay so far this morning. this is rain falling in san francisco and all in mill valley and we have more from both locations coming up as part of the team coverage. i am marty gonzalez with erica kato. >> areas of yellow say it is falling an inch per hour. >> that is up towards san rafael for the past 45 minutes.

sliding into san francisco, heavy winds and rain developing along the coastline. it is light in livermore. i have been talking to folks on twitter. >> it is misty in gilroy and just depends on where you are. >> if you are dealing with light rain, it will push its way east and looks like heavier rain is headed your direction. >> we will zoom in here again. heavy rain for san francisco. the san rafael bridge, at least half of it dealing with a steady downpour. >> this is highway 24. >> most of the rain through the valley. as we take it to the coastline. it is pretty bad on a typical day and with a heavy downpour and coming in from the south. keep that in mind if you are driving around. allow yourself a little extra time and use caution. >> light rain falling. and it looks like heavier rain will start to develop in the next 20 to 25 minutes. we will zoom in here. and we have a few self containing ranges.

and again, it is light for most of san jose at this hour. we turn our attention to the east east bay and like i said -- east bay and it is working in an easterly direction. it is working in your direction. >> it shows the size of this system. and it is stepping out of the way. it is a classic system. and they are easy to track on satellite and radar imagery. and you can look at the cloud cover. there is a lot of instability with the system and the atmosphere will destabilize into the afternoon. it will not rain as much. it is not the heavy down pour and we are looking at the possibility of thunderstorms and the likelihood. >> greatest for those of you in the east bay valleys. that is something we will continue to monitor. >> wind is going to pick up later on today. we have a wind advisory in effect until 10:00 tonight.

works its way across the bay area. and rain will be developing later and keeping an eye on the storm. we will have an update on the storm's progress for you. paparazzi causing a fatal crash. >> that is according to former olympian bruce jenner. an elderly woman was killed in the crash and five others were injured. according to the deputies, jenner's car hit the woman's car and caused it to swerve into traffic. it was then hit by a humvee. >> jenner said he was followed by paparazzi. deputies say it wasn't caused by any evasive maneuvers. they are still investigating the accident. wildfire destroyed 40 homes near the nevada state line. the blaze near two small northern california towns is now 30% contained. the fire captain said wind up to 75 miles an hour whipped through the wooded areas.

and one is treated for smoke inhalation and the cause of the fire remains under investigation this morning. one man is suffering injuries with an officer-involved shooting. they shot the man after he tried to ma'am their cars with a stolen heavy duty work truck. the truck was reported stolen from a site in stockton. they tried to stop it using spike strips and they failed. the officers opened fire fearing for their safety when they sped towards them in the truck. the man was shot multiple times and the shooting remains under investigation. heavy rain blanketing much of the area. >> this is a quarter of an inch to a half inch per hour. we could see thunderstorms as we head into the afternoon. i am tracking the storm for you when we return.

. we are back. we are keeping an eye on the storm. you are taking a double live look outside. on the right or the left rather, you see the golden gate gate bridge and same with the embarcadero, both in san francisco. they will get hit with rain as well as the rest of the bay area. we see a lot of yellow which tells us lots of heavy rain. >> it is a rate of half inch per hour, marty. it starts at 6:00. then 7:00. we are talking about heavy downpours blanketing the entire area. it was only the north and coastline. looks like heavier rain has pushed its way into the south

bay area. and sarn, leading -- and santa rosa and -- san sarn. and -- san rafael and take a look and dealing with downpours right now. gusts will increase and we are talking about a light mift and the rain has started to come down in cupertino and the bay. >> this continues to be the case. and you will certainly need your umbrella. dealing with light rain out in the livermore valley and the in the next 15, 20 minutes. it is headed in your direction. look at the wider view. this is a classic comma shaped system. you will notice the cloud cover

wraps around like a comma shape and bee lining into the area. stream cover, heavy moisture and strong wind associated with the front. that is the case for the rest of the morning. rain will die down a bit and taper off and we head down later on today. the wind will increase and more instability into the atmosphere. >> we will see a few downpours and thunderstorms and especially in the east bay valleys. >> just a big concern like the last system. >> downed trees. and downed power lines. this is likely again with this system. >> strong southerly wind with 40 to 50 miles an hour. and slated for the coastline and the east bay hills. coastal ranges. up in the north bay as well. >> wouldn't be surprised if we encounter power outages. and the rain will be a big story. very heavy at times. and red is the heaviest rain by

. we are back. there is a lot of yellow there. that's where the storm is hitting the hardest. we will take thank you outside for a live look at the bay bridge. plenty of water on the lens and pavement as well. and we will see the coverage. we will go to mike pelton from mill valley. >> reporter: good morning, we are in mill valley and there is plenty of rain on us. it has tapered off a little bit. and we are still getting a steady dose of light rain this morning. we have seen a couple of people out walking and enjoying the morning telling me it hasn't rained in so long. come out and enjoy the wet weather this morning. it is a good idea to do it now. >> it is not much of a factor right now. and it is in effect until 10:00

tonight. we will see more issues of downed trees and downed power lines. they have worked to restore most of the out staves from friday's storms and they will have their hands full today. >> they are hoping they don't have their hands full. mill valley floods in a lot of areas. we won't see that substantial rain today here at mill valley. but they have the policy. better safe than story. there are sandbags on the sidewalk. >> hopefully they won't need those today. >> mike, what is going to keep them busy later on today are the strong wind that is expected once the rein passes through. >> well, absolutely. >> the wind is the igest issue. and it is especially for the p and e crews. and we saw a lot of trees down. >> they were scrambling to restore power and get that wrapped up. >> wouldn't you know it. it rolls in this morning. pan the camera up here.

. you can see the approach to the bridge. seam story on the san mateo bridge and we are getting rinne through a lot of spots on the area. san francisco is not getting heavy rain right now. >> moving east an electrical bit. and expecting more throughout the day. >> more where that came from today, marty. it is sprinkling today. >> look at this offshore. it will work its way east and it is developing from the southwest. a lot of moisture from the pacific with a lot of instability. not only will wind kick up and we are talking with the possibility of thunderstorms. it looks like the greatest likelihood reserved for the east bay valleys. we will see where the current rain is falling. look at the bay bridge. >> heavy rain from the macarthur maze until the end hitting in san francisco.

and wounding two other it is before taking his own life. >> the surviving victims are children. >> the shooter's ex-wife lives at the house and he tried to kill her and her boyfriend along about several children. another neighbor said he doesn't know the shooter very well and his friends are friends with the two kids that are shot and at the describes the gruesome scene. >> i see the mother on the floor. the girls on the floor and the man also. they tried to save the man. but the wife was still moving and she would be okay, though. >> they are still trying to sort out the motive and what led to the shooting. 17-year-old boy is in custody after he shot three people at a pittsburgh, pennsylvania mall. >> surveillance video will help track him down. they were called to the monroeville mall last night. this is reports of shots fired at a department store. one of the victims was

morning where they are hitting the north bay and other parts of the bay area as well. good morning, i'm with erica kato, thanks for joining us. erica, we've been watching periods of rain hitting specific areas. >> marty, right now we're dealing with the heaviest part of the area. the yellow indicates moderate rainfall. but you see the areas of orange on your screen? that indicates real strong downpour, bursts of rain up to an inch per hour. it has moved its way on shore affecting a lot of the east bay valley and the coastline along half way moon. to zoom in here you can see what it looks like in your area. walnut creek, concord, they dealt with heavy rain. interstate 680 getting the heaviest rain through the entire bay area from danville stretching down towards san ramon. san francisco is starting to light up a -- lighten up a bit. we do have that orange on your

screen, which indicates a downpour at a rate of an inch per hour. moderate rain for the mid- peninsula, just right here in sunnyvale and couper tee know -- cupertino. you'll probably have to use your windshield wipers at the very least intermittenly. so satellite and radar shows the size of this system and it also gives us an indication of the shape. you can see this classic shape, all the cloud cover streaming in to the bay area with this type of latitude system that we are talking about the strong winds on the back end. although the rain will begin to taper off today, we are talking about pretty strong gusts later on this evening with the instability associated with the systems. thunderstorms are more than likely, especially for the east

fatal accident. it happened about 10:30 saturday morning on vasco road at the alameda county line. police say that a man in a porsche was driving erratically when he drove in to oncoming traffic and sideswiped another car. the driver of the porsche were ejected. both he and his dog were killed. the driver of the other car was taken to the hospital with moderate injuries. a crash that killed an 8- year-old back in april. as you take a look at the video of the crash from the helicopter partnership with abc7 news. police say back on april 21 louis burnabay rear ended a car parked on the shoulder of highway 85. he had methadone in his system at the time of the crash. he was described the prescription -- prescribed the medication, but he was not suppose to be driving while taking it. anthrax and the plague.

8:08 on this soggy monday. a lot of clouds as well, water on the lens and light rain falling in san francisco right now, but it will be off and on stormy conditions throughout most of the day in to this afternoon. a new study suggests that the level of bacteria found in the new york city subway system would pose no public health

problems. a group of scientists from cornell university spent more than a year studying the germs of the subway system as they would swab the benches, hands, rails, seats, doors, and subway trains and stations. the majority of the samples were harmless, but some did turn up the dead fragments associated with anthrax and the plague. a lot of the bacteria discovered were associated with food, pet particles, and dirt trapped on to the trains. san francisco-based see's candies says that some boxes shipped for valentine's day may have been mislabeled containing nuts. they are warning people with allergies to avoid eight-ounce boxes labeled with classic red heart with assorted chocolates. the candies were shipped nationwide and they could be returned for refunds. so far fortunately no illnesses have been reported. here is a live look at

convention in redwood city and hey even the mcarthur maze. westbound to eastbound 580, they are attending to the roadway flooding there. and that they will be headed there early for sunday morning. probably develop more spots as the morning progresses. right now rainfall is really coming down along the entire highway 24 stretch. that is right from walnut creek through the tunnel and then again we do have that flooding. rain has lightened up a bit, with the heavier moisture offshore coming down for the coastline, mid-peninsula, lower peninsula. people have been calling in, tweeting, saying not only is the rain picking up in spots, but starting to get windy as well with a gusty condition for the coastal ranges, but nothing compared to what we would be experiencing later on today. light rain in sunnyvale and cupertino. the rain started around 6:30

this morning. light rain right now through the ride union city picking up heavier rain. as we zoom in here to south bay again, it is not too bad, but again we have warm moisture to the west. as we turn our attention to the east bay, the heaviest rain of the morning, that will affect your ride along highway, i wouldn't be surprised if you see the flooding develop there, here is the wider view on satellite and radar with a classic shape as you can see the cloud cover that will be making a line to the b area with a lot of instability. the thunderstorms are more than likely midday for the east bay valleys, which is something that will continue to track not only are we concerned about the rain, but also the wind with a wind advisory in effect through 10:00 and pretty much everyone. gusts in the 40s to the 50 miles per hour range. future cast tracking the timing of the rain for you. and by 9:00 it looks like the heaviest rain is really reserving for the east bay interior spots. then they will start to lighten up to become very spotty.

the heavy downpours turn to showers by the afternoon as it looks like we would catch a dry break for most of the bay area by 3:00. but the rain is officially not out of here until we wake up early monday morning as it could be wet on your way to work or school tomorrow. in terms of how much rain we are anticipating with the system, some locations could receive a little more than what we saw on friday. three inches for the north bay hill about half an inch for the east bay and the south bay. check out the santa cruz mountains up to two inches with this system. for those of you heading to oakland a's fan fest, bring your umbrellas. giants fans were lucky yesterday. can't say the same for you. rain off and on will start to taper off in to the san francisco, but -- the afternoon, but again the winds could pick up. sustained up to 20 miles per hour over at the coliseum. certainly keep that in mind. your seven-day forecast shows a completely different picture as we head in to next week with a lot of sunshine and temperatures in the 70s. marty? >> all right, erica, thank you. on to other news this morning,

more bodies recovered from airasia flight. several of them found in the the java sea on friday and saturday. bringing the total number of bodies uncovered to 100. it is believed that one of the bodies recently recovered is that of the pilot. the bodies were taken to hospital to begin the identification process. in the meantime divers will be working again today to try to raise again the plane. the airasia flight went back down in december with 162 people on board. air strikes against isis continue in the middle east. the focus is now on iraq, syria, and at least a dozen strikes. anti-isis forces are trying to weaken the targets there in anticipation of a fight to take back the city. isis entered them back in june with the rocky forces at the time not being strong enough to fight back. officials say that the ground forces are hoping to reclaim that city by april. the family of the american hostage of isis is still

hopeful that she is alive. kayla muler is an aide worker taken back in august of 2013 while she left the hospital in syria. the fbi is protecting her family now in arizona. isis said back on friday that muler died in a jordanian air strike, but the jordanian government says what isis is saying is all propaganda. muler is the only known u.s. hostage being held by the radical islamic group. world leaders gathered in germany on saturday for the munnic security conference to discuss the russian ukraine crisis and whether russia is helping to maintain the peace. the leader haves different ideas on how the crisis should be solved. mary malone has the story. >> president putin has to make simple start choice. get out of ukraine or face continued isolation and growing economic cost at home. >> reporter: strong rhetoric from vice president joe biden

inch to an hour. highway 24 leading down to the tunnel and in addition to the rain, finally we are starting to see the reports of the roadway flooding where it is affecting northbound 880 at washington and even the local streets in the san jose area. redwood city itself, dealing with the moderate rainfall right now, the rain is starting to lighten up along the coastline, still dealing with the consistent downpour. as we take a look at the south bay, even they are getting a little bit of the break tweeting these saying that it will be like a steady light rain there, but nothing compared to what they saw about 45 minutes ago. and so as we would need to take a look at the rainfall totals, it says 24 hours measuring the 24-hour rainfall total, but only raining for about two hours. as we have seen the impressive

national news this morning, tragedy at a home in atlanta, georgia where police are investigating after a gunman killed at least four people and wounded two others on saturday before taking his own life. among the victims were children. >> all i saw were tons of fire trucks and the emergency vehicles. and a child deceased in the road. >> reporter: neighbors were overwhelmed by the shooting, where children were killed. neighbors took these pictures from next door. >> it is very devastating, especially for the children. >> reporter: they confirmed that the shooter, a man shot

the people and then killed himself. here is what neighbors are telling us. the shooter's ex-wife lives here, shot his ex-wife, her boyfriend, and several kids. the shooter parked his car a few doors down. police took that car as evidence. he is also a neighbor who doesn't know the shooter very well, but his children are friends with the two children shot, describing what he saw. >> the mother was on the floor, the man on the floor. they tried to save the man, but the woman and the wife, she was still moving around. she'd be okay though. investigators are trying to sort out what lead to the shooting. much more ahead as we take a live look outside at the approach of the richmond bridge

we are following the storm here on kron4 weekend. developing throughout the bay area right now, the heaviest rain is up towards fairfield. moderate to heavy rain along the 880 corridor. take a look at the walnut creek area where the rainfall is falling at a rate of half an inch per hour where the rain has lightened up, but we still have more developing right now. just a light steady rain right now for downtown san jose. but as we would turn our attention over to evergreen light rain there and a drier break down. check out the east bay dealing with the heavy rain that has lightened up a bit as we have seen over half an inch of rain develop with more on the way. so here is a look at your wind advisory in effect through the entire bay area. sustained winds between 20 to

30 miles per hour. gusts in the 40 to the 50 miles per hour range. so the strongest winds, they will be for the coastal ranges and their higher elevations in the north bay with the toppled trees, down power lines, all a possibility with this system. the future cast would highlight the 9:00 hour and the heaviest rain is expected for the east bay, but beyond that, we will start to see the heavy downpour type of rain that we've been dealing with turn in to scattered showers, which is what we will be dealing with. but the wind is expected to pick up later on today. keep them handy until early monday morning. when we are all said and done with this system that we could see up to three inches for the higher elevations in the north bay and about half an inch for the north bay. maybe more than half an inch for those of you in the south bay as we will certainly take what we could get. a completely different story in to next week with a lot of sunshine, dry conditions, where it looks like the mid-70s a possibility as we head in to valentine's day. don't forget you can track the

excitement and hype around this and a lot of leaks of the schematics of the phone. it is probably going to have a heartbeat monitor on it. it is going to have rounded corners. you know, it seems like it is going to be a bit larger than the iphone 6. and it will have a very powerful samsung processor in it. >> so we will look forward to that as we talk about heartbeats on the phone. the apple watch that i was suppose to have that and so much more. what is new on that front? are we expecting to see that this year? >> definitely. the newest thing on the app front as tim cook said during earnings that it will appear in april. there had been a lot of speculation about that. and some talk that apple had been dealing with software problems with the watch, which i completely believe. i think that they have a few thousand of them out in the field and they are kind of bug checking this thing. >> some of the lucky employees get to wear them. >> in fact i spotted one on

munni just the other day. and had an interesting conversation with that gentleman. but beyond all that, i'm a big believer in this thing that it will be a very big device. i'm not quite sure how big, but i think they are going to sell a moderate amount of these things during the first year, but as it starts to add capabilities, i think that people are going to really gravitate towards this device. >> we will wait and see as it is coming out in april. you mentioned the new samsung phone in march as it will be a great time for these two titans as they battle it out. >> yeah. on the other side, samsung has been doing smart watches to be competing with the apple watch. they've been doing, they are on their third or fourth generation actually. and samsung has gotten a lot of experience with smart watches that pair with their phones. >> right. >> and actually that it is one of the main criticisms of the first generation of these

and our developing story that we continue to follow for you this morning. the bay area getting pounded again by another round of rain as we take a look at storm tracker 4. you can see the storm is headed to the east and we still have pockets of heavy rain especially in the north bay and in parts of the livermore valley as well. good morning everyone, i am marty gonzalez. we are here in center with erica. thanks so much for joining us we have seen this trying to move east. now, we are waiting for the heavy rain. >> yes it is almost out of here and still impacting some of you in the far inland east bay. offshore we are not talking about any strong

impulses heading in our direction. we'll continue with scattered showers for most of the day. the organized heavy downpours, i think of the path, that was really big during the 7:00 and 8:00 hour. around bay area, we are dealing with moderate rain right now. we also have a moderate downpour right now coming along highway 24. take a look at the coastline lightning up a bit for half-moon bay and could see a dry break in the redwood city area. dryer conditions for san jose right now. and it looks like in the east bay that's what we are dealing the heaviest rain. highway 4 the willow pass containing the heaviest rain throughout the bay area. looks like most of that will move out by the 10:00 hour. we have seen some impressive rainfall totals in the short amount of time. almost a half inch of rain in

mountain view and over half an inch of sfo averaging in two and a half hours. keep in mind if you are heading to the airport or picking some one up. some locations could see up to three inches especially the higher elevations when this is said and done. winds will ramp up as we head in the afternoon. midday could peak us about 50 miles per hour. thunderstorms is a possibility in the evening, we'll have a look at that. >> report live from the valley, mike, what's the condition now? >> reporter: yeah, it is coming down in sheets. you can see we are still getting a steady dose of right rain this morning. in case, we get too much rain over the next few hours some

later on today is the strong gusty winds. we have a wind advisory in effect until 10:00 this evening. the strongest winds will be for the coastal ranges and those of knew the east bay hill. 18 for san jose, we have seen wind gusts up to 25 miles per hour and keep in mind that we may run into some down trees and power lines. future cast for tracking the rain for you you will notice that the system really starts to break up, it is not as organized as we head into the 11:00 hour. we'll see heavy rain up towards the delta and that's going to lighten up as we head into the afternoon. most locations are enjoying a dry break by 3:00 today. this system is not expected to be completely out of here until early monday morning. we could see some significant rain with this system and totals up to 3 inches for the north bay hills and half inch for those of you in the east bay. some locations can see more than we saw in the last system. completely different

reduction in crime. our chief joining me this morning to talk about the progress that our city is making and how police are getting it done. first of all congratulations on this decrease in crimes. we want to put up some numbers here just how much crime has dropped, briefly, how are you doing it? >> there are many things we are doing it, we have fully embraced community and policing problem solving. it is a philosophy that's been around for 40 years. >> yeah, it is not new, it has been around. >> you are right it works in agencies and urban and rural large and small. we really created a common thread of community or policing problem solving throughout your organization. >> what does it mean? >> the police department engages in entrusting relationships with the community to reduce crime and the fear of crime in the community. it is based on

three components. building trust and the second component is the organizational transformation at every level of the organization hiring, training and promotions and policy strategies and everything we do. community policing is the common thread. the third component is problem and police using, identifying the problem and crime and disorder and apply strategies to reduce the issue and the crime. >> let's go back to first one of the trust. because of this summer we have been dealing wi ferguson and places. the issue of trust and law enforcement and community, how do you get that trust back. >> well, first there is no performance measure that is really a metric for trust and for community ement. it is difficult for us to

analyze andine of trust. to build relationships through openness and honest conversations about our relationship. it also requires that each of us take a step forward, us being the police department and the community. we step forward to create a better and safer community. >> it is based on transparency. we are opened to answer questions our community has and we see it as an equal partnership between the community. >> let's take a look at some of the numbers we have. you see the violent crimes are down some 22% which is a huge change in one year. now, granted the number is not very high. >> certainly. >> sure, you still brought it down by a huge percentage same with robberies and aggravated assaults. tell us a little bit about what is behind

that is it what you mentioned earlier of community policing? >> we think it is a large part of it. if examine the third way of cops, if you can envision a triangle, the three sides are the defenders and the place and the guardian. the defender is the suspect that wants to steal or attack someone. the place is a location, a home or a business. the guardian is a capable guardian that if someone typically, the most visible is a uniform police officer. the present of a capable guardian will dissuade the offender. we are in the field and we have continued to have a robust visible presence in your unit and our officers are in uniforms

and in neighborhoods and they are visible in the feel. they are the presence of the capable and willing and trusted guardian. we are influencing the place. reaching out to our community about lighting and blocks and all those things that we know influence the place to make the place less likely to have crime occur. >> one thing that you have done is you checked out several places that are likely to be high crime areas and you cleaned up and become visible with your patrols. >> we have, we reached out to our richmond police department and our partners in law enforcement, we reached across the building departments and we reached across the code enforcement and we really entered the intersection of bringing the various discipline and

expertise and experience to the table to resolve. not only crime problems but problems of disorde we believe our continue ed continued presence and the transformation that we have made has made a difference. i think this statistic really supports them, marty. ? how long did it take you gto get to this point. >> it takes a long time. we believe this is the biggest change we have seen in decade. i think it is a credit to a whole bunch of things. like i said, there is not a metric that we can measure. the relationship and the trust but certainly there is a correlation between cops being the way that we do business and this reduction. we are continuing the conversation it is an ongoing effort but we are committed at every level the organization in making it work and making it the place to live and work and play. >> and a safe place.
